David Neff
Chair
David is from Ohio and received most of his formal education there. He is currently the Administrator of Ambulatory Care Services for the Medical University of South Carolina. He has served in health care administration for 26 years in 3 different states. He is a member of several community associations including Rotary. He and his wife live in downtown Charleston, SC.
Terry Brown
Vice Chair
Terry is a retired Colonel with the U.S. Marine Corps Reserve and has also retired from over 30 years of social service management, most recently with Trident United Way. He has Bachelor of Science and Master of Arts degrees in Health and Physical Education and a Master of Arts degree in Counseling Psychology. He currently works part-time as a Reverse Mortgage Specialist with Franklin Funding. Terry lives in West Ashley and is also active in West Ashley community improvement efforts.
Barbara Camera

Barbara recently retired from a career at IBM and lives on Daniel Island, SC. She has a BA from the University of Delaware and MA from the School of Education of The Ohio State University. Barbara has extensive experience with volunteer organizations from food pantries to home repair for the elderly.
Keith Vincent
Treasurer
Keith is originally from Florida and is licensed there as well as South Carolina. Keith has been practicing as a CPA for over 25 years. He currently resides in Mt. Pleasant and works with several non-profit organizations throughout the Lowcountry.
Richard Giffen
Past Chair
Dick is a retired minister and former Executive Presbyter of the Presbyterian Church (USA), serving 13 years for the Presbytery of Elizabeth in New Jersey. He has degrees from Pittsburgh Seminary, the University of Pittsburgh and Muskingum College. He was Director of the Shepherd's Center of East Cooper for seven years and is Founder and Director of the Faith in Action GoFor Project, working with homebound people. In 2004 he initiated "Senior Wheels," which is now doing business as ITNCharlestonTrident. Dick and his wife live in Mt. Pleasant, SC.
Charles Scott Brennan

Scott Brennan is a graduate of Purdue University in the field of Software Engineering and teaching. He currently teaches Computer Science at Ashley Hall and is the owner of an Internet Software company New Vision Engineering. Scott has been a software engineer for well over 20 years. Many of those years have been spent making web sites and computer hardware and software accessible for blind and low vision individuals on an international level. In this capacity he has worked for many technology companies including Adobe Systems and Cisco Systems. Scott is an advocate of accessible technology for the blind and considered a national authority on technology dealing with section 508 of the Rehabilitation Act Amendments Of 1998 as well as Section 255 of the Telecommunications Act of 1996. He lives on James Island.

Paul Franklin
Past Chair
Paul is the past President of the South Carolina Aging-In-Place Coalition (SCAIP), a non-profit organization dedicated to helping seniors stay independent and age-in-place. Transportation has been a major focus of the SCAIP. Paul has taken an active role in working with the Charleston Area Regional Transportation Authority to develop senior friendly bus routes, schedules and bus stop facilities. Paul is a certified financial planner and lives with his wife in Charleston, SC.

Will is an attorney in Charleston and resides in Mount Pleasant. He graduated from the University of South Carolina with a Juris Doctorate degree.

John Panagiotou
Board Member
John is an insurance and investment professional with ING Financial Partners. Prior to entering the business world, John served in the ordained ministry for fourteen years as a pastor and chancellor for the Greek Orthodox Church in America. He has a Bachelor's degree from Wheeling Jesuit University, a Master's degree from St. Vladimir's Orthodox Theological Seminary and has done his doctoral studies at Pittsburgh Theological Seminary. He is a native of Wheeling, West Virginia, and has lived in the greater Charleston area for the last eight years.
Cornelia Pelzer

Cornelia is the Executive Director of the Association for the Blind, Inc. She received her BA in Mathematics from the University of Tennessee. She is very active in the community and serves on the Board of Bishop Gadsden retirement community among other community organizations. Cornelia lives in downtown Charleston, SC.

Born 1946 in Yonkers, NY. Graduated Charles E. Gorton High School. Retired from Gannet Westchester/Rockland Newspapers, Inc. Moved to North Charleston, SC in 2006. In addition to ITN/Charleston-Trident, also a member of AFFA; Friends of Charleston Library; Gibbes Museum of Art; Historic Charleston Foundation; Mohonk Preserve; National Association for Visually Handicapped; Preservation Society of Charleston; Summerville Chapter 2679 of AARP; and The Lakes HOA, where I am on the Board of Directors. Am a Parishioner at St. Stephen's Episcopal Church.
Belinda Swindler

Belinda graduated from Winthrop University. She is the Senior Citizens Coordinator for the city of North Charleston and focuses on recreation for seniors. She enjoys working directly with seniors and the neighborhoods in which they live. She was born and raised in North Charleston, SC and lives there still.
